Appointment of a non-expedited arbitration board
The Director may make appointments of
arbitrators necessary to constitute an arbitration board. When parties require
non-expedited arbitration but cannot agree on an arbitrator, on application of either
party, the director has the authority under the Labour Relations Code
to make the necessary appointment. Previously, these appointments were made by the
Minister of Skills Development and Labour. The applicant should provide brief details of
the steps taken by the parties in their efforts to reach agreement on an arbitrator. The
arbitration board appointed by the Director invariably consists of a single arbitrator.

Please note that applications to CAAB can only be made by mail, by fax, or in person. The
hours for filing any applications or documents with the Collective Agreement Arbitration
Bureau are from 8:30 AM to 4:00 PM, Monday to Friday, excluding statutory holidays. All
materials filed after these hours will be treated as if received at 8:30 AM the next
business day.
