Rachel Holmes has been appointed as the Acting Assistant Deputy Minister (ADM) of Labour effective May 12, 2025. Rachel comes to the Ministry of Labour from the Ministry of Post Secondary and Future Skills, where she served as ADM. Prior to that, she served in the former Ministry of Municipal Affairs as ADM for Immigration Services and Strategic Planning Division. Although new to Labour, Rachel’s work in her prior roles has given her a breadth and depth of experience which will greatly benefit the Ministry of Labour.

Outside of government, Rachel is active in her community, serving as a Catalyst Ambassador for the BC Cancer Foundation and Chair of Indigenous Relations and Cultural Experiences for the 2025 NMUN Canada conference.

We congratulate Rachel on her appointment and look forward to working with her.
