We are pleased to announce a new initiative in the Board’s mediation department – the creation of an ad hoc mediator roster.
We created the ad hoc roster in the hopes of attracting individuals with extensive experience in collective bargaining, mediation, and labour relations who might be less inclined towards accepting a full-time mediator position. The mediators on the ad hoc roster will be available to the Board and the labour relations parties on an as-needed basis, allowing the Board to more nimbly respond to requests for the appointment of a mediator, particularly during high demand years.
As you will see from the biographies below, we were able to attract exactly the kind of talented and experienced practitioners we had hoped to.
You will also see that more than half of the mediators on the ad hoc roster are based outside of the Lower Mainland. This will provide labour relations parties outside of Vancouver with more opportunities for in-person mediation while reducing travel time (and costs) and will allow for greater flexibility and efficient use of parties’ and mediators’ time.
Frank Anderson
Frank has over 25 years of experience in labour relations, coming to the Board from BCGEU where, until his recent retirement, he held the position of Director of Field Services. Frank has extensive experience in collective bargaining, acting as lead negotiator with a number of large and small employers across a broad spectrum of industries. Frank is based out of the Okanagan.
Sean Pihl, KC
Over the last 25 years, Sean has developed an extensive labour and employment law practice representing employers in public and private industries. Sean has appeared before all levels of the Courts in BC as well as various tribunals, including the Board. More recently, Sean has completed advanced education and training in mediation and arbitration, and has developed a niche in mediating and arbitrating labour, employment, and shareholder disputes. Sean holds a Bachelor of Arts from the University of British Columbia, as well as a Bachelor of Laws from Dalhousie University. In 2016, Sean received the designation of King’s Counsel. Sean is based out of the Okanagan.
Dan Quigley
Dan served 16 years as National President representing nine International and two Canadian Shipyard Unions. In addition to his work with the Board, Dan sits as a Mediator and Adjudicator for both the Federal Public Service Labour Relations and Employment Board and the Yukon Public Service Relations Board, positions he’s held for the past 25 years. He brings extensive experience in labour relations, collective bargaining, and dispute resolution. Dan is based on Vancouver Island.
John Rooney
John Rooney comes to the Board from the Federal Mediation and Conciliation Service (FMCS Canada) where, for almost 20 years, he mediated collective bargaining and other labour disputes under the Canada Labour Code. John’s career in labour relations began in British Columbia where he worked for trade unions in the construction and then film industries. Over the course of his career, John has negotiated and mediated hundreds of collective agreements. John is based out of the Lower Mainland.
Rob Wotherspoon
Rob worked for over 25 years with the BCGEU where he gained extensive experience as counsel in labour arbitrations, workplace conflict resolution, workplace harassment and discrimination investigations and related resolution processes, and, as lead negotiator in collective bargaining. After his retirement, Rob translated this expertise into a private practice providing mediation, conflict coaching, and dispute resolution services. Rob holds a Bachelor of Laws from the University of British Columbia and a Master of Laws, with a specialization in dispute resolution, from Osgoode Hall Law School at York University. Rob is based out of the Okanagan.
Tracey Wood
Tracey has a wealth of experience in dispute resolution. Prior to joining the Board as a Mediator in 2024, Tracey was the Vice-President of the Alliance of Motion Picture and Television Producers, the official collective bargaining representative for employers in the entertainment industry, a role she held for over a decade. Tracey holds a Bachelor of Arts from the University of Waterloo, as well as a Bachelor of Laws from the University of Windsor. Tracey is based out of the Lower Mainland.
Our new mediators join the Board effective December 1st and we look forward to having them work with parties starting in January 2026.
